Aiming to construct 2.95 crore houses under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) by March 2024, ahead of next year’s Lok Sabha elections, the Centre has withdrawn the allocation of 1.44 lakh houses from about two dozen states and Union Territories which failed to sanction the houses by June 30, and given these to Uttar Pradesh as additional allocation. 

According to sources, the Ministry of Rural Development, which is in charge of the PMAY-G scheme, has conveyed this to the states and UTs where the allocation of houses under the rural housing scheme has been revised downwards. 

These states and UTs are: Gujarat, Tripura, Odisha, Sikkim, Meghalaya, Maharashtra, Assam, Nagaland, Mizoram, Tamil Nadu, Andaman and Nicobar Islands, Arunachal Pradesh, Bihar, West Bengal, Ladakh, Rajasthan, Madhya Pradesh, Kerala, Jharkhand, Punjab, Haryana, Uttarakhand and Andhra Pradesh. 

The Centre has set a target of constructing 2.95 crore houses by March 2024. Of the 2.95 crore houses, 2.04 crore were to be allocated to states based on the Socio-Economic Caste Census (SECC) data, while the remaining 91 lakh houses were allocated based on a survey, Awas+, which was conducted between June 2018 and March 2019 across the country. 

Awaas+ mobile application is an android based App which is exclusively made for the inspector to do the survey. The survey is for the people who were not covered in the SECC 2011.The initiative is to cover the people who are exempted from the Pmay-g benefits which are real holders of it. The survey is based on some simple questions which will be related to the person who has to be included in the list. Awaas+ is an extremely user friendly application. 

However, these states and UTs together failed to sanction a total of 1,44,220 houses — 7,496 from SECC data and 1,36,724 from the Awas+ list — within the deadline of June 30. 

Explained 

‘Housing for all’ 

THE PMAY-G aims to provide pucca houses with a minimum area of 25 sq m in rural areas. Each beneficiary gets up to Rs 1.2 lakh in the plains, Rs 75,000- Rs 1.30 lakh in hilly states, “difficult” areas. The Centre and states split funding in 60:40 ratio. In the case of Himalayan states, Union Territories and states in the North-East, the ratio is 90:10. 

  1. Financial Assistance of ₹ 1,20,000 per unit for plain areas; and ₹ 1,30,000 per unit for hilly areas, difficult areas, and IAP districts (Himalayan states, North-Eastern states, and Union Territories of Jammu & Kashmir). 

  1. A willing beneficiary can avail of institutional finance (loan) of up to ₹ 70,000 at 3% lower interest rate, to build a permanent house. The maximum principal amount for which subsidy can be sought is ₹ 2,00,000. 

  1. The minimum size of the house shall be is 25 sq m including a dedicated area for hygienic cooking. 

  1. In convergence with Swachh Bharat Mission-Gramin (SBM-G), the beneficiaries get financial assistance of up to ₹ 12,000 for the construction of toilets. 

  1. In convergence with MGNREGA, the beneficiary is entitled to employment as unskilled labor (Rural Mason Training) at ₹ 90.95 per day for 95 days. 

  1. In convergence with Pradhan Mantri Ujjwala Yojana, one LPG connection per house is provided. 

  1. Convergence with different government programmes for piped drinking water, electricity connection, clean & efficient cooking fuel, treatment of social and liquid waste, etc. 

  1. Payments are made electronically directly to bank accounts or post office accounts that are linked to Aadhaar. 

 

 

WHAT IS PMAY-U 

 

 

Pradhan Mantri Awas Yojana-Urban (PMAY-U), being implemented since June 2015, is one of the major flagship programmes being implemented by Government of India under Ministry of Housing and Urban Affairs (MoHUA) to provide all weather pucca houses to all eligible beneficiaries in the urban areas of the country through States/UTs/Central Nodal Agencies. The scheme covers the entire urban area of the country, i.e., all statutory towns as per Census 2011 and towns notified subsequently, including Notified Planning/ Development Areas. The scheme is being implemented through four verticals 

  • Beneficiary Led Construction/ Enhancement (BLC), 

  • Affordable Housing in Partnership (AHP),  

  • In-situ Slum Redevelopment (ISSR) and  

  • Credit Linked Subsidy Scheme (CLSS). 

All houses under PMAY-U have basic amenities like toilet, water supply, electricity and kitchen. The Mission promotes women empowerment by providing the ownership of houses in name of female member or in joint name

Central Assistance of Rs. 1 lakh per house is admissible for all houses built for eligible slum dwellers under the component of ISSR using land as Resource with participation of private developers. After redevelopment, de-notification of slums by State/UT Government is recommended under the guidelines. 
Flexibility is given to States/Cities to deploy this Central Assistance for other slums being redeveloped. States/Cities provide additional FSI/FAR or TDR to make projects financially viable. For slums on private owned land, States/Cities provide additional FSI/FAR or TDR to land owner as per its policy. No Central Assistance is admissible in such case. 

 

 

 

Credit Linked Subsidy Scheme (CLSS): 

Beneficiaries of Economically Weaker Section (EWS)/Low Income Group (LIG), Middle Income Group (MIG)-I- and Middle-Income Group (MIG)-II seeking housing loans from Banks, Housing Finance Companies and other such institutions for acquiring, new construction or enhancement* of houses are eligible for an interest subsidy of 6.5%, 4% and 3% on loan amount upto Rs. 6 Lakh, Rs. 9 Lakh and Rs. 12 Lakh respectively. The Ministry has designated Housing and Urban Development Corporation (HUDCO), National Housing Bank (NHB) and State Bank of India (SBI) as Central Nodal Agencies (CNAs) to channelize this subsidy  

 

iii. Affordable Housing in Partnership (AHP): 

Under AHP, Central Assistance of Rs. 1.5 Lakh per EWS house is provided by the Government of India. An affordable housing project can be a mix of houses for different categories but it will be eligible for Central Assistance, if at least 35% of the houses in the project are for EWS category.  

 

iv. Beneficiary-led Individual House Construction/ Enhancement (BLC-N/ BLC-E): 

Central Assistance upto Rs. 1.5 lakh per EWS house is provided to eligible families belonging to EWS categories for individual house construction/ enhancement. The Urban Local Bodies validate the information and building plan submitted by the beneficiary so that ownership of land and other details like economic status and eligibility can be ascertained.  

Ministry of Housing & Urban Affairs has initiated Affordable Rental Housing Complexes (ARHCs), a sub-scheme under Pradhan Mantri Awas Yojana - Urban (PMAY-U). This will provide ease of living to urban migrants/ poor in Industrial Sector as well as in non-formal urban economy to get access to dignified affordable rental housing close to their workplace.
